Speech from Chairman for Guidelines on Public Investment Management for National Government
I am delighted by the opportunity to participate in todays Webinar on guidelines on Public Investment Management for National Government and its entities.
As indicated, the objective of the Webinar is to provide a platform for Engineers in both Public and Private sectors, who play a key role in project preparation, design, implementation and operations, to familiarize themselves with the national public investment management guidelines.
The webinar has come at a timely moment considering the role of engineers in successful implementation of infrastructure projects and the need therefore to acquaint ourselves with the contents of the guidelines issued by the National Treasury
The Board has a mandate bestowed on it under the law to support development of local engineering capacity at all levels and therefore we are glad and support the initiatives being undertaken by our associations and institutions to create the much needed capacity .
Given the pivotal nature of engineering in the sustainable development and prosperity of our Country, these guidelines have provided a framework for the efficient and effective management of scarce resources investment in the entire project cycle.
The guidelines indeed are compatible with the recently unveiled engineers practicing manual which outline the role of the professional engineer in the project cycle. Further, the draft scale of fees also relate and resonate perfectly well with the guidelines.
I commend the Association of Consulting Engineers of Kenya (ACEK) and the National Treasury for organizing this important Webinar and I hope that it will go a long way in helping engineers understand the relevance of the guidelines in their professional practice.
I look forward therefore to engaging in the session that will further unpack the guidelines and hopefully articulate the role of engineers in project management.
